[link] Norwegians as a whole are happier than anyone else on the planet, or at least that's what the WHR would have us believe. According to Jeffrey Sachs of Columbia University and director of the Sustainable Development Solutions Network [http://unsdsn.org/] , the key to human happiness is sound government policy (ie.
